Cabinet approves Rithala-Kundli corridor of Delhi Metro Phase-IV project

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the Rithala – Narela -Nathupur (Kundli) corridor of Delhi Metro’s Phase – IV project consisting of 26.463 kms which will further enhance connectivity between the national capital and neighbouring Haryana. The corridor is scheduled to be completed in 4 years from the date of its sanction.

The completion cost of the project is Rs.6,230 crore and is to be implemented Delhi Metro Rail Corporation Limited (DMRC) the existing 50:50 Special Purpose Vehicle (SPV) of the Government of India (GoI) and Government of National Capital Territory of Delhi (GNCTD) in four years.

This line will be an extension of the presently operational Shaheed Sthal (New Bus Adda) – Rithala (Red Line) corridor and will boost connectivity in the north western parts of the national capital in areas such as Narela, Bawana, parts of Rohini etc. This entire stretch will comprise of 21 stations. All the stations of this corridor will be elevated.

After completion, the Rithala – Narela – Nathupur corridor will also connect Shaheed Sthal New Bus Adda station in Ghaziabad, Uttar Pradesh with Nathupur in Haryana via Delhi, which will tremendously boost connectivity in the entire National Capital Region.

This new corridor of the phase – IV project will expand the reach of Delhi Metro network in the NCR thereby further boosting the economy. This extension of the Red Line will reduce congestion on the roads, thus, will help in reducing the pollution caused by motor vehicles.

This entire stretch will comprise of 21 stations. All the stations of this corridor will be elevated.  The stations, which shall come up on this corridor are: Rithala, Rohini Sector 25, Rohini Sector 26, Rohini Sector 31, Rohini Sector 32, Rohini Sector 36, Barwala, Rohini Sector 35, Rohini Sector 34, Bawana Industrial Area – 1 Sector 3,4, Bawana Industrial Area – 1 Sector 1,2, Bawana JJ Colony, Sanoth, New Sanoth, Depot Station, Bhorgarh village, Anaj Mandi Narela, Narela DDA Sports Complex, Narela, Narela Sector 5, Kundli and Nathpur.

This corridor will be Delhi Metro’s fourth extension into Haryana. Presently, the Delhi Metro operates up to Gurugram, Ballabhgarh, and Bahadurgarh in Haryana.

Construction of Phase-IV (3 Priority Corridors), consisting of 65.202 km and 45 stations, is underway, and as of today, more than 56% of construction has been completed. The Phase-IV (3 Priority) corridors are likely to be completed in stages by March 2026. In addition, two more corridors, comprising 20.762 kilometres, have also been approved and are in the pre-tendering stages.

Today, the Delhi Metro caters to on average of 64 lakh passenger journeys.  The maximum passenger journey recorded so far is 78.67 lakh on 18.11.2024. Delhi Metro has become the lifeline of the city by setting the epitome of excellence in the core parameters of MRTS, i.e. punctuality, reliability, and safety.

A total of 12 metro lines of about 392 km with 288 stations are being operated by DMRC in Delhi and NCR at present. Today, Delhi Metro has the largest Metro network in India and is also one of the largest Metros in the world.

Cabinet approves setting up of 28 new Navodaya Vidyalayas in the uncovered districts of the country

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has approved setting up of 28 Navodaya Vidyalayas (NVs) in the uncovered districts of the country under the Navodaya Vidyalaya Scheme (Central Sector Scheme). The list of these 28 NVs is annexed.

The total estimated requirement of funds for establishment of the 28 NVs is Rs. 2359.82 crore spread over a period of five years from 2024-25 to 2028-29. This includes capital expenditure component of Rs. 1944.19 crore and operational expenditure of Rs. 415.63 crore.

The administrative structure for implementing the project will require creation of posts at par with the norms fixed by the Samiti for running of one full fledged NV with a capacity of 560 students. Hence, 560 x 28 = 15680 students would benefit. As per norms in vogue, a full-fledged NV provides employment to 47 persons and accordingly, approved 28 Navodaya Vidyalayas will provide direct permanent employment to 1316 individuals.  Construction and allied activities for creating the school infrastructure are likely to generate employment opportunities for many skilled and unskilled workers.    Due to its residential nature, each Navodaya Vidyalaya will generate opportunities to the local vendors for supply of essential commodities such as food, consumables, furniture, teaching material etc. and for local service providers such as barber, tailor cobbler, manpower for housekeeping & security services etc.

The NVs are fully residential, co-educational schools providing good quality modern education from Class VI to XII to the talented children, predominantly from the rural areas without regard to their family’s socio-economic condition.  Admissions to these schools are done on the basis of a Selection Test. Approx. 49,640 students are admitted in NVs to class VI every year.

As on date, there are 661 sanctioned NVs across the country [including 2nd NVs in 20 districts having large concentration of SC/ST population and 3 special NVs]. Out of these, 653 NVs are functional.

In pursuance of the National Education Policy 2020, almost all Navodaya Vidyalayas have been designated as PM Shri schools, showcasing the implementation of NEP 2020 and acting as exemplar Schools for others.  The scheme is well appreciated and there has been steady increase in the number of students applying for admission to class VI in NVs every year.  In recent years, Navodaya Vidyalayas have witnessed increasing enrolment of girls (42%), as well as SC (24%), ST (20%) and OBC (39%) children, thereby ensuring that quality education is accessible to all.

The performance of the students of the Navodaya Vidyalayas in the board examinations conducted by CBSE has consistently been the best among all educational systems. The students of NVs are excelling in various fields like engineering, medical science, armed forces, civil services etc. at par with the best of the talent from urban India.

Cabinet approves opening of 85 new Kendriya Vidyalayas (KVs) under civil/defence sector across the country and expansion of one existing KV i.e. KV Shivamogga, Karnataka by adding 2 additional sections in all the classes

The Cabinet Committee on Economic Affairs, chaired by the Prime Minister, Shri Narendra Modi has approved opening of 85 new Kendriya Vidyalayas (KVs) under Civil/Defence sector across the country and expansion of one existing KV i.e. KV Shivamogga, District Shivamogga, Karnataka to facilitate increased number of Central Government employees by adding two additional Sections in all the classes under the Kendriya Vidyalaya Scheme (Central Sector Scheme). The list of these 86 KVs is annexed.

The total estimated requirement of funds for establishment of the 85 new KVs and expansion of 01 existing nearby KV is Rs. 5872.08 crore (approx.) spread over a period of eight years from 2025-26. This includes capital expenditure component of Rs. 2862.71 crore (approx.) and operational expenditure of Rs. 3009.37 crore (approx.).

As on date, there are 1256 functional KVs, including 03 abroad viz. Moscow, Kathmandu and Tehran and a total number of 13.56 lakh (approx.) students are studying in these KVs.

The administrative structure for implementing the project will require creation of posts at par with the norms fixed by the Sangathan for running of one full fledged KV with a capacity of approximately 960 students. Hence, 960 X 86 = 82560 students would benefit.  As per norms in vogue, a full-fledged Kendriya Vidyalaya provides employment to 63 persons and accordingly, approval of 85 new KVs and the expansion of one existing nearby KV, which will add 33 new posts, a total of 5,388 direct permanent employment opportunities will be created.  Construction and allied activities associated with augmentation of various facilities in all KVs are likely to generate employment opportunities for many skilled and unskilled workers.

The Government of India approved the Scheme of Kendriya Vidyalayas in November 1962 to provide educational facilities of uniform standard throughout the country for the children of transferable Central Government/Defence employees. Consequently, “Central Schools Organization” was started as a unit of the Ministry of Education of the Government of India. Initially, 20 Regimental Schools in Defence Stations were taken over as Central Schools during the Academic Year 1963-64.

Kendriya Vidyalayas are primarily opened to cater to educational needs of wards of transferable and non-transferable employees of Central Government including Defence and Paramilitary forces and for children of floating population and others including those living in remote and undeveloped locations in the country.

In pursuance of the National Education Policy 2020, almost all Kendriya Vidyalayas have been designated as PM Shri schools, showcasing the implementation of NEP 2020 and acting as exemplar Schools for others.  The KVs are some of the most sought after schools, due to their quality teaching, innovative pedagogy and up-to-date infrastructure.  There has been continuous increase in the number of students applying for admission to class I in KVs every year and the performance of the students of the Kendriya Vidyalayas in the board examinations conducted by CBSE has consistently been the best among all educational systems.
